Its a new Legislative day in the Nigerian Senate. Senate President Bukola Saraki took the official prayer and led the Senate Leadership into today's proceedings.


Senator David Umaru moved for the approval of votes and proceedings of Wednesday 24th May, 2017. Senator Duro Faseyi seconded.

EXECUTIVE COMMUNICATION

Senate President Bukola saraki read a letter from the Acting President for the inclusion of 2016- 2018 External Borrowing Plan for Development Bank of Nigeria and Fund for Agricultural Bank Of Nigeria.

ANNOUNCEMENT

Senate President Bukola Saraki welcomed staffs and students of schools who were present to observe today's plenary.

POINT OF ORDER

Senator Sabo Mohammed cited Order 42 on Non- Transperency in the dealing on the planned concession of the Port Harcourt refinery by the Federal Ministry of interior and sort the leave of the Senate to move a Motion on it on another Legislative day.

PRESENTATION OF REPORTS

1. Report of the Committee on Judiciary, Human Rights and Legal Matters. Witness Protection Programme (Est, etc.) Bill, 2017 (SB. 157) by Senator David Umaru.
-That the Senate do receive the report of the Committee on Judiciary, Human Rights and Legal Matters on the Witness Protection Programme (Est,etc.) Bill, 2017 (SB. 157).
The Report was LAID.

2. Report of the Committee on Independent National Electoral Commission (INEC). Screening of Nominees for Appointment as Resident Electoral Commissioners by Senator Suleiman M. Nazif.
-That the Senate do receive the report of the Committee on Independent National Electoral Commission (INEC) on the screening of Nominees for Appointment as Resident Electoral Commissioners. 
The Report was LAID.

MOTION

1. 2017 Children's Day Celebration by Senator Binta Masi Garba.

Senate Leader Lawan Ahmad joined Senator Olujimi to congratulate children on their up coming day which holds on the 27th May, 2017.

"Our children are our future, we need to protect them"- Deputy Senate President Ike Ekweremadu.

Senator Barnabas Gemade said all the ills that exist in our society today are freely being noticed by our children.

"We call on Nigerian parents to teach their children ethical values that will promote patriotism and nationalism"-Senator Dino Melaye.

Senate President Bukola Saraki said children are the future and hope of this country, all effort is to build a safer and greater environment for the development of Nigeria. He stated that We will ensure and play our role to see that the child's right Act be domesticated and implemented.

Senator Barnabas Gemade said an additional prayer which is to urge the Government at all levels to urgently address social ills.

Senator Abdullahi Adamu spoke on Moral decadence.

Senate accordingly resolved to:
I. Congratulate the Nigerian child on the celebration of the 2017 Children's Day.

II. Felicitate with the Federal Government and the families of the 82 + 1 Chibok girls that were recently released,

III. Urge the Federal Government to ensure the rehabilitation of the girls through the provision of adequate welfare, education and health services, while intensifying efforts to rescue the remaining girls, and

IV. Mandate the Committee on Women Affairs to liaise with the Federal Ministry of Women Affairs and Social Development to domesticate the Child Rights Act in yhe thirteen (13) States that are yet to enact same.

CONSIDERATION OF REPORTS

1. Conference Committee Report. Secured Transactions in Movable Assets Bill, 2017 (SB. 261) by Senator Rafiu Adebayo. 
-That the Senate do receive and consider the Report of the Conference Committee on the Secured Transactions in Movable Assets Bill, 2017 (SB. 261).

Senator Sam Anyanwu moved that the Senate do consider the Conference Committee Report and Senator Jibrin Barau seconded.

Senator Sam Anyanwu laid and presented the Report on the floor of the Senate.

Senate President Bukola Saraki put the question and the Report was Approved.

2. Report of the Committee on Petroleum Upstream, Petroleum Downstream and Gas. Petroleum Industry Governance Bill, 2017 (SB. 237) by Senator Donald Alasoadura.
-That the Senate do consider the report of the Committee on Petroleum Upstream, Petroleum Downstream and Gas on Petroleum Industry Governance Bill, 2017 (SB. 237).

Senator Gershom Bassey seconded that the Senate do consider the report of the Committee on Petroleum Upstream, Petroleum Downstream and Gas.

Senator Sam Anyanwu and Senator Bassey Akpan commended the Bill. #PIGB.

Senator Dino Melaye said it was the least controversial Bill #PIGB, He congratulated the leadership of the 8th Senate.

Senator Jibrin Barau commended the Committee on the #PIGB and said the #PIGB is centered on tackling corruption in Nigerian National Petroleum Corporation (NNPC).

COMMITTEE OF THE WHOLE

Senate dissolved to the Committee of the Whole to consider the Report of the Committee on Petroleum Upstream, Petroleum Downstream and Gas. Petroleum Industry Governance Bill, 2017 (SB. 237).

Senator Bassey moved to amend clause 6a, that commission be given responsibility over health, safety matters but for environmental matters.#PIGB.

Senator Alasoadura referred to #2017Budget defence Report said it's not true that Department of Petroleum Resources collects N3 Trillion monthly but N2 Trillion. #PIGB.

Senate reverted back to Plenary and Reported progress.

The Senate in the Committee of the Whole considered the Report of the Committee on Petroleum Upstream, Petroleum Downstream and Gas. #PIGB.

The #PIGB, 2017 (SB. 237) was read for the 3rd time and PASSED.

Senate President Bukola Saraki thanked the Committee and it's members. He stated that this is a Bill #PIGB that has been here for many years, we made a commitment and it's being fulfilled.

"This Bill is not only for Nigerians but for our investors. We are proud of what has been done"- Senate President Bukola Saraki.

ADJOURNMENT

Senate Leader moved that other items on the Order paper be stood down to another Legislative day. Minority Leader seconded.

Plenary is adjourned to Tuesday, 30th May, 2017.
